4th International Conference Financing for Development

The Fourth International Conference on Financing for Development (FFD4), organized by the United Nations, will bring together in 2025 heads of state and government, ministers of finance and cooperation, international organizations, the private sector, and civil society to address one of the greatest challenges of our time: transforming the global financial system to effectively contribute to sustainable development.

In a context marked by overlapping crises—climate, economic, health, and social—this conference is shaping up to be a turning point. Its objective is to review the progress made since the 2015 Addis Ababa Action Agenda and to establish concrete commitments that will enable the financing of the Sustainable Development Goals (SDGs) by 2030.

Key topics to be addressed include:

  • Reforming the international financial architecture.

  • Mobilizing public and private resources at scale.

  • Combating tax evasion and promoting more equitable tax systems.

  • Strengthening effective partnerships for development.

The conference has been preceded by an open, inclusive, and transparent preparatory process, with prior intergovernmental sessions and broad participation from key stakeholders. The chosen venue for this event is Seville, where high-level delegations from around the world are expected to attend.
